Clatsop Community Action (CCA) serves Clatsop County citizens at or below 80 percent of the county’s median income at our Hilltop Apartments.Clatsop Community Action (CCA) owns and operates a 22 unit apartment complex called Hilltop Apartments. The complex consists of eleven buildings. It includes four 3-Bedroom (3BR) duplex buildings and seven 2-Bedroom (2BR) duplex buildings for a total of eight 3BR units and fourteen 2BR units. The buildings were built as Naval housing in 1940. The housing was acquired by CCA from Clatsop County Housing Authority in 1994.
